1.      TERMS OF REFERENCE (TOR)

Project Title: Gender Equality: Strengthened Capacity of Public Sector and Civil Society Partners to Advance Gender Equality and Prevent to and Respond to Gender-Based Violence in Development and Humanitarian Settings

The Legal Aid Society (LAS) is a not-for-profit organization working on its mission to connect vulnerable & disempowered end users of justice with effective and expedient services for the delivery of justice. LAS’s interventions have been aimed at increasing access to justice for poor & marginalized communities, particularly women, across the province of Sindh as well as the Federal level.

Recognizing the need to strengthen communal responses to sexual and domestic violence, LAS in collaboration with UNFPA is carrying out interventions catered at advancing gender equality, and strengthening the prevention and response framework to gender-based violence.

With this understanding, LAS shall be creating community GBV paralegals in 5 districts of Sindh i.e. Karachi, Larkana, Shaheed Benazirabad, Matiari and Kamber Shahdadkot.

To improve public recognition and responses to sexual & domestic violence, child marriage, and grievance redressal/referral mechanisms, paralegals will go through an extensive 2-day training program; the curriculum and corresponding training for which will be designed & disseminated under this consultancy assignment.

   A.     Scope of Consultancy Scope and Expected Outputs

The scope of work and corresponding outputs/deliverables will be as follows:

  1. Development of training material aimed at educating paralegals on the following:

a)      Sexual & Domestic Violence and Child Marriage;

b)      Legal regime of GBV in Sindh, including legislation on child marriages;

c)      Community Engagement and teaching methodologies;

d)      Grievance Redressal and Referral Mechanisms

  1. Deliver 5 trainings (2-days each) in person to GBV Paralegal trainings to a total of 125 GBV paralegals across 5 districts (Karachi, Larkana, SBA, Matiari, Kamber Shadadkot) (25 paralegals per district)

 C.     Required expertise and qualifications

  • Legal background with adequate knowledge of the justice system in Pakistan and it’s mechanisms
  • Postgraduate qualification (preferably in Law, but individuals with a social sciences degree are also encouraged to apply); supported by extensive experience in the justice sector as a practitioner or trainer
  • Strong grip over Gender-Based Violence; particularly its redressal and referral mechanisms
  • Prior experience in carrying out community-centric trainings (prior experience with paralegal trainings is required)
  • Experience with developing training curriculum/modules
